What is Consular Processing?
So, what is consular processing? Consular processing is the process through which foreign nationals obtain a U.S. immigrant visa while outside the United States.
Unlike adjustment of status, which takes place within the country, consular processing begins abroad. Applications are processed through a U.S. embassy or consulate and is completed by the Department of State in conjunction with USCIS.
During this process, the applicants complete forms, submit supporting documentation, and appear for an interview at the U.S. consulate to answer questions about their applications. If approved, they are given an immigrant visa to travel to the United States as a legal permanent resident.
This process is common among family-sponsored and employment-based green card applicants abroad looking to live and work legally in the United States.

How Does the Consular Processing Procedure Work?
Step 1: Filing The Immigrant Petition
The process begins when your U.S. petitioner (such as a family member or employer) files the appropriate immigrant petition with U.S. Citizenship and Immigration Services (USCIS).
- Family-based petitions: The U.S. citizen or lawful permanent resident files Form I-130, Petition for Alien Relative.
- Employment-based petitions: The U.S. employer typically files Form I-140, Immigrant Petition for Alien Worker.
- Other categories: Certain applicants may self-petition using Form I-360 (e.g., widows/widowers of U.S. citizens, VAWA applicants) or Form I-526 for investors.
This petition establishes your eligibility for an immigrant visa based on your relationship or classification. Processing times vary by petition type and USCIS workload.
Step 2: Transfer to the National Visa Center (NVC)
Once USCIS approves the petition, it is forwarded to the National Visa Center (NVC). The NVC assigns a case number and begins collecting additional documents and required fees.
Applicants are typically asked to provide:
- Birth certificate
- Police clearance certificates
- Passport biographic page
- Marriage certificate or other civil documents (if applicable)
In family cases, your U.S. family member must also submit an Affidavit of Support (Form I-864) to show they can financially support you. Then you will complete Form DS-260, the official immigrant visa application.
Step 3: Medical Examination and Visa Interview
Before your visa interview, you need a medical examination from a physician authorized by the U.S. embassy or consulate. Bring your vaccination and medical records, along with your passport.
During the interview, a consular officer will review your documents and ask questions about your background and eligibility. If your application is approved, you will receive an immigrant visa in your passport along with a sealed Visa Packet. It is important not to open this packet.
Step 4: Traveling to the U.S. and Receiving Your Green Card
When you arrive in the United States, present the sealed Visa Packet to a U.S. Customs and Border Protection (CBP) officer. Upon admission, you immediately gain lawful permanent resident status.
Your physical green card will be mailed to your U.S. address. Don’t forget to pay the USCIS Immigrant Fee online to ensure your card is issued.
Having a knowledgeable immigration attorney can make a significant difference in the success of your consular processing.
What to Expect in a Consular Processing Interview?
A consular interview is an important part of the consular processing procedure. It typically decides whether an immigrant visa will be issued or not. Because of this, preparation is very critical to ensure that correct and coherent answers are provided to the questions asked. Applicants should therefore start by carefully reading all documents and forms to ensure that all information is accurate and appropriate.
During the interview, applicants can expect to answer questions related to their personal, financial, and family background, as well as the specific purpose of their immigration. Some common topics include employment history, marital status, and plans upon arriving in the United States.
It is essential to provide honest and consistent answers, as discrepancies or inaccuracies could lead to delays or even visa denial. Applicants should also dress professionally for the interview to make a positive impression and convey a sense of seriousness.
